Shipping to the U.S. – duties update
The regulations in accordance with Executive Order 14324 apply to all shipments by a business from Canada, whether it is sent via Canada Post through the postal channel, another courier or freight company or through the commercial channel.
Goods valued at US$800 or less that are shipped to the United States through Canada Post’s postal network are subject to International Emergency Economic Powers Act (IEEPA) tariff rates based on the product’s country of origin. For items manufactured in China, for example, the current IEEPA rate is 34% for most products.
Example of a U.S. duty on clothing made in China
A business is shipping a cardigan valued at CAD $57 made in China through Canada Post to a U.S. customer. The current IEEPA rate of 34%, making the duty $19.38.
Keeping your U.S. shipments moving with Zonos
To support small businesses and merchants, Canada Post has partnered with Zonos®, an approved and qualified third-party officially recognized by U.S. Customs and Border Protection (CBP) to collect and remit duties before packages enter our network, ensuring compliance with the new Executive Order requirements.
Under U.S. regulations, every package entering the U.S. by mail must have proof that duties were prepaid. Canada Post requires a Declaration ID (a 13-character code) before it can generate label for a U.S. parcel as proof. Without a Declaration ID, you cannot create a Canada Post shipping label for U.S. shipments.

Handling ecommerce returns to the U.S.
According to U.S. Customs and Border Protection (CBP), U.S. postal returns are not duty-free and require duties to be paid. This means that when a return is travelling across the U.S. border, a new Declaration ID must be generated to create the return shipping label. However, there are a few exceptions where no additional duties or fees will apply:
- Undeliverable items with the original U.S. S-10 Bar code and the package intact
- Refused items with the original U.S. S-10 Bar code and the package intact
