Why we are transforming
Guided by the Canada Post Corporation Act, Canada Post has a dual mandate to serve all Canadians in a manner that is financially self-sustaining.
However, in September 2025, the Government of Canada (our shareholder) acknowledged that Canada Post’s mandate had become unachievable under legacy policy and regulatory frameworks – built for an era of letter mail – that were preventing the postal service from evolving alongside Canadians.
As a result, the government lifted long-standing barriers to reform. It directed Canada Post to begin transforming to reflect the modern postal needs of Canadians while returning to the path of financial self-sustainability.

What Canadians can expect
These changes will help ensure postal services remain reliable, affordable and universal for all Canadians and businesses, without being a recurring burden on taxpayers.
Centralized delivery
We are converting remaining door-to-door delivery to community mailboxes, while enhancing our Delivery Accommodation Program.
Modern post office network
We are modernizing our network of post offices to ensure they reflect how Canadians and communities are using them today, while protecting services in rural, remote and Indigenous areas.
Letter mail delivery standards
We are updating our letter mail delivery standards to provide more flexibility and reflect the modern expectations of Canadians.
How we will proceed
As we begin our transformation, Canada Post has established guiding principles that represent our commitments to Canadians, customers and employees during this process. It is important that we move forward in a timely manner, while working closely with our bargaining agents and the government.
Prioritize service
We will provide reliable and affordable delivery for all Canadians while protecting access to vital postal services in rural, remote and Indigenous communities.
Proceed thoughtfully
While there is a need to move with urgency, we will proceed thoughtfully to get it right and minimize how the changes affect Canadians.
Treat employees with respect
We will continue to be fair and respectful to our employees and prioritize their safety as we implement changes.
Keep Canadians informed
We will provide regular updates on our transformation to Canadians, customers, employees and other stakeholders, and give them as much notice as possible of any changes affecting them.
Be flexible
We will adjust our approach based on the evolving needs of Canadians.
